NASCAR Raceview issues with my ISP (Update)

NASCAR Raceview ( http://www.nascar.com/en_us/ajax/static/raceview-product-page.html ) uses Flash to give contsantly updating screens during races.  I get the initial static screen but have never been able to get the updating to work on any computer on my home network.  I have tried most things to solve it including setting my ISP box to Modem only to remove any router and firewall functions so that I get direct connection to the Internet.  I have got the updates working by connecting to the Internet using my phone via a USB tether. If I remove the tether connection during an update the updates stop immediately and the screen freezes.  It starts again as soon as the tether link is restored   Because it works with the tether it cannot be firewall or config issues with my computers.  I think that my ISP may have some kind of block on the network that is blocking something like a vital port or protocol preventing some vital part of Flash from working.  Please can someone tell me what I shoud ask my ISP to check for.  Unfortunately the site is only operational during races so there is a narrow window to test anything from the server.

UPDATE - By the way, my broadband connection is 50M fibre. Browser used for this is Chrome(at NASCAR Support request). All software is fully up to date and caches have been cleared each time I try it. OS is W7 (64bit) and there is lots of video memory
