Why Flash has policy file restrictions on Websocket connections?

Why can I connect to a public data server via a JavaScript websocket but I can not connect to it via a Flash SWF sitting on the exact same HTML page?

Javascript doesn't reqiure a third party server to have any specific policy file and it connects easily, Flash requires one and in reality no 3rd party server will care to have those strange files there and it fails.

Doesn't it make Flash sockets useless in many cases?

I have to connect via Javascript and then somehow feed the data inside Flash, what is the point in having Flash sockets then?

It seems like almost all popular languages have an implementation of WebSocket Protocol and you can unconditionaly connect to any Websocket server that complies with the protocol standard, except Action Script.

AS uses an "Adobe Flash Websocket" protocol that is a normal WebSocket Protocol  + "some-security-files-noone-who-setups-a-websocket-server-cares-about" , so practically noone supports it.

Doesn't it seem like Adobe shoots themselves in a foot?
