Flash Player and Base Filtering Engine

Hi!  I am a computer technician, and I have found what seems to be a bug in Flash.  It seems that every so often the Base Filtering Engine service blocks Flash.  I have seen this on three different computers (believe me, it took me awhile to figure it out on the first one) in the past two months.  Two were Windows 7, the other was Windows Vista, all x64.  The only way to fix the issue (that I have found) is by disabling the Base Filtering Engine.  I am sure that it isn't a dependant service, because I tried disabling those one by one prior to disabling the BFE.  I have tried resetting the TCP/IP stack and Winsock, running an sfc /scannow, reinstalling flash (on IE and FireFox), reinstalling every browser on the computer, updating Windows, removing all malware (note, each computer came in for malware, mostly adware with each.  The only common malware was Search Conduit, which is so common I think I would be seeing this issue more often if it were Search Conduit causing it).  I know my way around the registry pretty well, and I didn't see anything that jumped out to me in the registry either.

 

Has anyone else ever run into this problem?  Is there something else I should be trying?  Should I report it under the "report a bug" link?
