Where is the button to open Adobe Flash Player's Global settings in Windows 8.1? Under Windows XP Pro, it was in Control Panel. I'm not finding anything comparable. Did Adobe quit offering the ability to handle settings directly on the user's computer and return to its old procedure forcing the user to visit their web site?
Alternatively, where do I find the executable so as to make a shortcut on the desktop?
