Flash Player Problems

Brand new Toshiba laptop, running Win8. I'm trying to upload pics to FB, but when I do I am prompted to update Flash. When I try to do so, the system then informs me that Flash is already integrated with IE in Win8. I tried the update link below...already up to date. It then gives me the option to test Flash Player. When I do, it says "Either Flash Player is disabled or Active X Filter is ON." I take the steps then instructed to fix this, but find that the settings are already correct for both. Stil not functioning properly. Tried refreshing page as instructed. Still no moving clouds in animation test window. I've done everything that has been recommended, but nothing has corrected the problem. Help! TIA. (64 bit system, and Flash says that it's for both 32 and 64 bit)
