YouTube issue w/ 11.7.700.169

I am an IT technician for a public library. After upgrading to Flash 11.7.700.169 yesterday, we began experiencing issues with YouTube. Specifically, YouTube doesn't seem to detect the new installation of Flash, reporting that "Your browser is out-of-date." After a refresh, however, YouTube's home page loads. When attempting to play individual videos, we get a similar error screen (I've attached a screenshot of this error to this post). Again, a refresh solves the issue. So far, I have not observed this on any other sites.

My question is: Is there a known issue with the new version of Flash that causes YouTube to fail? We have approximately 200 public PCs throughout our system, and we've received several calls already about this problem.

We are running Windows 7 x64 and Internet Explorer 9. Since we don't run Firefox or Chrome, I cannot confirm whether this problem can be reproduced on those browsers.

Thank you for your help!
