Please help

I am experiencing what seems to be a common problem, with every webpage having a pop-up indicating the webpage wants to run the Flash Player add-on.
I have exhausted the various online troubleshooting guides with no luck, I have installed the latest player. I have enabled Flash in Tools|Manage Add-ons, disabled ActiveX filtering, cleared Adobe caches, deleted browser data in Control Panel|FP|Settings Manager|Advanced, reset security levels as suggested, and probably other steps I can't remember... Why is this so difficult? Can someone help me?
I have installed Flash Player 11.7.700.169. I am running IE10 under Win7(64bit). Many thanks in advance for any assistance
